libcpufreq0 software package provides shared library to deal with the cpufreq Linux kernel feature, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libcpufreq0
libcpufreq0 is installed in your system.
Make ensure the libcpufreq0 package were installed using the commands given below,
$ sudo dpkg-query -l | grep libcpufreq0 *
You will get with libcpufreq0 package name, version, architecture and description in a table
